Bandung, Jumpaonline – Dalam seminar hukum ‘Negara Agraris, Pangan Miris’ yang diadakan pada Jumat, 19 Mei 2023, petani harus dikeluarkan sebagai rakyat kelas tiga. Seminar yang diadakan di Graha HMI (Himpunan Mahasiswa Islam) cabang Bandung ini, salah satunya membahas tentang kebijakan untuk melindungi dan memberdayakan petani.
Muhammad Haerudin Amin, salah satu pemateri, mengungkapkan sudah ada undang-undang terkait perlindungan dan pemberdayaan petani. Namun, hak milik petani yang tertera dalam kebijakan tersebut dilanggar.
“Sudah ada undang-undang perlindungan dan pemberdayaan petani, bagaimana petani-petani kita dilindungi, jadi tidak boleh lahan sawah dipakai untuk perumahan, kecuali ada lahan ganti, dan itu dilanggar,” ujar Haerudin.
Ia mengambil contoh dari petani garam yang industrinya mati suri. Menurutnya, terdapat beberapa hal yang menyebabkan matinya industri garam, mulai dari kesulitan akses, birokrasi yang bermasalah, hingga pemerintah yang memilih impor dengan harga lebih rendah.
“Pertama kebijakan pemerintahnya harus pro petani, bukan pro pengusaha. Saat ini petani garam kita itu sedang mati suri. Akses terhadap produksi tidak dilirik oleh pemerintah. Yang kedua, petani negara kita ini bisa hidup tercukupi, tapi dia izinnya susah, dipersulit, itu untuk menghasilkan uang, dan itulah yang disebut birokrasi bermasalah. Terakhir, beres petani punya garam, nggak kuat karena dia produksinya mahal, sementara impor lebih murah,” terangnya.
Tuti Harnani, pemateri lainnya, menjelaskan, pemerintah perlu membuat kebijakan untuk mencerdaskan petani. Hal ini agar petani tidak ditempatkan pada posisi ketiga, keempat dan seterusnya.
“Bagaimana kita membentuk petani menjadi petani yang cerdas, cerdas itu tidak hanya di bangku sekolah, tapi bagaimana pemerintah bisa mencerdaskan petani supaya bisa meng-upgrade dirinya sendiri, pun tidak lagi ditempatkan pada posisi ketiga, keempat dan seterusnya,” ungkap Tuti.
