Bandung, Jumpaonline – Niskala Institute mengadakan acara bincang kampung kota yang mengusung tema “Kampung Kota sebagai Ruang Ekspresi Budaya”. Bertempat di Gedung Indonesia Menggugat pada Sabtu, 03 Juni 2023. Salah satu topik yang dibahas pada sesi pertama adalah mengenai kampung kota dilihat dari segi historisnya.
Miftahulfalah, dosen sejarah Unpad, mengatakan bahwa istilah kampung hadir dari penyebutan konsep masa Hindia Belanda untuk pemukiman pribumi. Menurutnya, kawasan pembangunan hanya diperuntukan oleh bangsa penjajah untuk memenuhi kebutuhan pribadi mereka.
“Wilayah yang terlihat tidak beraturan, secara historis dilegalkan oleh Hindia Belanda dengan konsep penyebutan kampong. Konsep kampong ini menunjukkan bahwa pemukiman atau kawasan hunian itu hampir seratus persen dihuni oleh pribumi. Sementara kalau ada kawasan yang sudah mulai dibangun, biasanya Belanda menyebutnya sebagai area pembangun. Makanya Belanda berharap seakan memindahkan kota-kota di negerinya dengan adanya miniatur di sini,” tuturnya.
Rizky Wiryawan, dosen di Ma’soem University mengungkapkan, bahwa kampung juga termasuk heritage. Heritage bukan hanya bangunan kolonial yang terlihat, namun juga sebagai bagian dari kota yang merupakan peninggalan dari masa lalu. Meskipun secara fisik sudah tidak sama, namun masih meninggalkan struktur kota maupun struktur sosial yang masih bertahan sampai sekarang.
“Tentu saja secara fisik mungkin sudah tidak sama seperti zaman dulu, tapi setidaknya ini merupakan bagian dari sebuah struktur kota yang ditinggalkan oleh masa kolonial. Jadi disanalah letak heritage-nya,” jelasnya.
Ia menambahkan, pembangunan saat itu lebih mementingkan kepentingan koloni dibandingkan untuk pribumi. Dapat dilihat bahwa perkampungan yang ada saat ini merupakan buah dari kebijakan yang dilakukan oleh Belanda.
“Jadi baik buruknya Bandung saat ini tidak terlepas dari apa yang dilakukan oleh Belanda pada zaman dulu,” ujar M. Rizky.
